Representing Marion County at the First Wheeling Convention in May of 1861 was <a href=\"http:\/\/www.wvencyclopedia.org\/articles\/1853\">Francis Pierpont<\/a>, who was subsequently elected governor of the Restored Government of Virginia by a unanimous vote at the Second Wheeling Convention in June, 1861.<\/p>\n<p>Coming to power in the midst of the Civil War, much of Pierpont\u2019s work focused on organizing military regiments for the Union cause. Two documents signed by order of the Governor are now on display at the Ohio County Public Library. The first, a military order from the Commonwealth of Virginia, names James B. Moore First Lieutenant, Adjutant of the 4th Regiment of the 24th Brigade and 3rd Division of the Virginia Militia. The second, a copy of a General Order (written on letterhead from \u201cThe State of West Virginia\u201d), shows orders to organize the 1st Brigade of the West Virginia Militia.\u00a0<!--more--><\/p>\n<p><div id='gallery-1' class='gallery galleryid-1545 gallery-columns-2 gallery-size-medium'><figure class='gallery-item'>\n\t\t\t<div class='gallery-icon landscape'>\n\t\t\t\t<a class=\"boxersandswipers\" title=\"James B. OCPL Archives.\n\t\t\t\t<\/figcaption><\/figure>\n\t\t<\/div>\n<br>\nDuring this time, however, it was Pierpont\u2019s efforts for the statehood movement that earned him the name \u201cFather of West Virginia.\u201d Congress was presented with the new constitution and proposal for the state of West Virginia in 1862. The bill passed the Senate in July, 1862, and the House of Representatives in December, 1862. With the urging of Pierpont, President Lincoln signed the bill on December 31, 1862, and West Virginia officially entered into the Union on June 20, 1863.<\/p>\n<p>A.J. OCPL Archives.<\/figcaption><\/figure>\n<p>The Daily Intelligencer reported of the inauguration gathering:<\/p>\n<blockquote><p><em>\u201cWhen the military and civil procession had arrived, according to programme, in front of the Lindsley [sic] Institute, the temporary capitol of the New State \u2013 and mingled itself with the vast assemblage, that filled every available space within sight or sound of the capacious platform. . .<sup>[1]<\/sup>\u201d<\/em><\/p><\/blockquote>\n<p>Arthur I. Boreman was inaugurated the first governor of the new state with the capital remaining in Wheeling, while Pierpont continued as governor of the state of Virginia in the new capital at Alexandria.<\/p>\n<p>On the first \u201cWest Virginia Day,\u201d June 20, 1863, The Daily Intelligencer offered this fine farewell to the \u201cFather of West Virginia:\u201d<\/p>\n<blockquote><p><em>\u201cThis day ushers into being the new State of West Virginia, and adds the thirty fifth star to the constellation of the American Union. To-day is the beginning of a new order of things with us here. The old Government goes out and the new one comes in. To-day Gov. Pierpont bids us a formal farewell, as our chief magistrate, and Gov. Boreman will be inaugurated as his successar [sic]. With the one the parting cannot be but sad. With the other the greeting cannot but be joyful. Gov. Pierpont goes to his new field of usefulness and labor, followed by the good wishes and benedictions of a grateful people.\u201d<\/em><\/p><\/blockquote>\n<hr>\n<p>A statue of Pierpont (commissioned by the <a href=\"http:\/\/wheelingheritage.org\/\">Wheeling National Heritage Area<\/a> and funded by numerous donors) will be dedicated on the corner of 16th Street and Market on West Virginia Day, Saturday June 20th, 2015.\u00a0The ceremony, which coincides with the <a href=\"http:\/\/wheelingartsfest.com\/\">Wheeling Arts Fest<\/a>, will take place at noon on the grounds of West Virginia\u2019s <a href=\"http:\/\/www.wvculture.org\/museum\/WVIHmod.html\">Independence Hall<\/a>, where in a borrowed corner room, Gov. Pierpont first held office.
